Over 50,000 children disappeared from refugee centres, 850 in NL

SINT MAARTEN/THE NETHERLANDS – Over 50,000 unaccompanied child refugees have gone missing from asylum seekers centres across Europe over the last three years, 850 of whom disappeared while in the care of the Dutch authorities, an investigation by journalism collective Lost in Europe has shown.

In the Netherlands, some 15,404 unaccompanied minors were registered in the last three years. Of them, 850 disappeared without trace.

Last year alone, at least 360 teenagers went missing from the Ter Apel refugee reception centre. While some may have joined relatives elsewhere in Europe, others are feared to have ended up in the hands of criminals or the sex trade.

Most of the missing youngsters are between 12 and 18 but some are even younger, the investigation showed.

The European figure is double that of the three preceding years when some 18,292 youngsters went missing. “The real number is likely to be much higher,” Lost in Europe journalist Geesje van Haren told broadcaster Nos.

Of the 31 European countries approached for figures, just 16 complied. Greece, Spain and France did not provide any data. “Those are countries with huge migration streams,” Van Haren said.

Plans for a European central registration of minors using their fingerprints is a good development, Van Haren said. “Although we have heard stories of teenagers who were forced to file down their fingertips by criminal organisations,” she said.

Dutch human trafficking rapporteur Conny Rijken said some of the children who vanished in the Netherlands end up being exploited in the cannabis industry, nail bars and in prostitution.

“We should stop moving them around and give them a permanent place to live, where they can be better protected,” she said.

Children’s ombudsman Margrite Kalverboer said it was typical that no amber alert has ever been issued for any of the missing children.

“They are regarded as aliens (..). But these children have fled their country without their parents and we are doing nothing to protect them. We don’t look for them. We don’t help them find their parents. We are not offering them the physical and educational safety they need,” she told the NRC.

According to article 22 of the the UN convention on the Rights of the Child, that is what the government should be providing, she said. “A child that is cared for is less likely to disappear,” she said.

Thrilling Start to Antigua Wingfoil Championship, part of Antigua Sailing Week, at Cades Reef

SINT MAARTEN/ANTIGUA - Against the lush green mountains of Antigua, colourful Wingfoil sails adorned the horizon, marking the commencement of Antigua Wingfoil Championship Race Day 1 during Antigua Sailing Week. 

Young, old(er), professional or adventureseeker

From seasoned professionals to adventurous souls, Wingfoiling embraces participants of all ages and backgrounds. With categories for professionals and leisure enthusiasts, competitors are evaluated by the Race Committee based on their expertise. 

Sacha van der Wouden, organiser of Caribbean Foiling Championships, explains, " The Leisure Class provides a stepping stone for newcomers to racing or those prioritizing the experience over competition. We've established two classes to ensure inclusivity and foster a vibrant Caribbean Foiling community. Whether seeking competitive racing or camaraderie, our aim is to make foiling accessible and enjoyable for all." 

Familiar Faces and Gender Diversity

Among the competitors, familiar faces like 15 year old Mark Mains from New Zealand have transitioned from the Leisure Class in 2023 to the Professional Class this year, showcasing remarkable progress. Meanwhile, Antiguan Wingfoiler Sammy Martin, known for his participation at the 2021 Caribbean Foiling Championships in St. Martin, returns with renewed determination. 

Breaking gender barriers is Antiguan Wingfoiler Arianna Casagrande, making history as the first female competitor in the Antigua Wingfoil Championship. 

Race Day 1 Highlights

Today witnessed a total of 6 thrilling races at the breezy Cades Reef. Following the fourth race, competitors took a well-deserved lunch break, with spirits soaring high. Current leader, 17 year old Idani Edwards exclaimed, "That was epic!" while others, like Seumas Meharg expressed exhaustion from the intensity of the races, stating, "I am wiped out!" 

Tomorrow, Race Day 2

Due to light wind conditions anticipated on Saturday, the downwinder will be held on Friday, April 26 instead. Maxim van den Pol, event organizer, explains, "To ensure the best and safest racing experience for all, we've decided to reschedule the downwinder to Friday. Adequate wind is crucial for this race, considering the risks involved."  The downwinder spans an 8 Nautical Miles stretch from Pigeon Point to Turners Beach, with last year's record set by Anthony Smith (Martinique) at 35 minutes and 49 seconds. Will this year see a new record? 

As the event progresses into its second day, anticipation mounts for another day of thrilling competition and camaraderie.

Ombudsman slams arrest threat for helping Ter Apel refugees

SINT MAARTEN/THE NETHERLANDS – The national ombudsman has slammed the way locals who tried to help asylum seekers forced to sleep in the open air at the Ter Apel reception centre two years ago were threatened with arrest.

Hundreds of people were left sleeping outside in the summer of 2022 because the reception centre had no beds. Access to water, toilets and showers was also extremely limited.

Help from locals and refugee organisations, who donated food and tents, was also rejected by officials and tents and other camping gear were removed by police because of a perceived risk to public order.

“You would expect a government to think and work with its citizens to find a solution, rather than threaten to punish those who help,” ombudsman Reinier van Zutphen said.

Roos Ykema, director of refugee aid group MiGreat has welcomed the report. “We were standing with them in the rain and did not know how they could stay dry,” she told Radio 1 news.

Ykema was told in a formal letter she risked a three month jail term if she continued to help people by handing out tents, a move which led the agency to complain to the ombudsman.

“Everyone I speak to wants no repeat of the situation in Ter Apel two years ago,” Van Zutphen said. “But that can only happen if all the local authorities in the Netherlands work together and share the responsibility for providing accommodation for refugees,” he said.

Officials have warned that the situation could arise again because the reception centre is still too full.

Refugee settlement agency COA was fined several times this year for providing beds for more than the 2,000 the Ter Apel location has been licenced to house.

MBO interns less likely than college students to be paid

SINT MAARTEN/THE NETHERLANDS – Some 60% of trade school students are not paid while on internships, according to research by ResearchNed and the CBS, which was commissioned by the cabinet.

Some 75% of hbo college students are paid while on work experience programmes, as are 65% of university students. But only 41% of MBO college students get any form of compensation. MBO students who do get paid also earn less than college and university students.

Much, however, depends on the sector they are working in. Some 77% of students at teacher training colleges are not paid anything, which education minister Robbert Dijkgraaf describes as “inexplicable”, particularly given the ongoing shortage of qualified staff.

GroenLinks-PvdA parliamentarian Mikal Tseggai is now drawing up legislation that will require employers to compensate trainees for their time on the job. She argues that not being paid is not only bad for their mental health, but means they have to do other jobs to pay their bills. 

Without compensation, an internship becomes a privilege that not everyone can afford, she said. 

Dijkgraaf said in response that “appropriate compensation” is part of a positive first experience in the jobs market. “Unfortunately, this research shows this is far from the case everywhere,” he said. 

Currently, pay for interns is regulated via sector or company pay and conditions agreements. Pay for interns is explicitly mentioned in just 10% of the 681 pay and conditions deals looked at by the researchers.
