New State-of-the-Art Consulate General Construction Announcement

SINT MAARTEN/CURACAO - The U.S. Department of State is proud to announce the construction of a new U.S. Consulate General on Curaçao. 

With a US $245 Million estimated investment, the construction contractor will be employing a potential of up to 200 American, local, and third-party national laborers over the course of the project on a 6.7 acres site.

The project, managed by the Bureau of Overseas Buildings Operations, will result in a campus that is safe, secure, modern, and resilient. Construction is projected to commence in 2022 with completion in 2026.

The design of the new Consulate will include photovoltaic panels, sun control and shading devices on the façade, and indigenous landscape plantings. These features will contribute to achieving a goal of LEED Silver certification from The U.S. Green Building Council's LEED® Green Building Program.

The new project will retain and improve upon the historic Roosevelt House and existing Consulate building to provide enhanced opportunities for public and community events. The design will respect local culture and the historic Dutch Caribbean architectural context of Curaçao, while enhancing viewsheds from the adjacent UNESCO World Heritage zone and honoring local planning and development priorities.

This new Consulate will ensure the U.S. platform for diplomacy on Curaçao is positioned to support and be a symbol of cooperation, friendship, and progress for many years to come.

Public’s assistance sought in Wednesday armed robbery case of Jewelry Store

SINT MAARTEN (PHILIPSBURG) - The Police Force Sint Maarten KPSM seeks the public’s assistance to help apprehend the armed robbers who targeted a jewelry store in Philipsburg on July 7 around 12:06pm.

Robbery victims told police officers who responded to the robbery alert that two men brandishing firearms entered the jewelry store and robbed them at gunpoint of cash and jewelry.

The suspects were dressed in dark colored clothing and had their face covered with helmets. After robbing the business, both suspects were spotted fleeing on two scooters towards head of town.

Several police patrols conducted a search around Philipsburg for the suspects, but they were not located. Police Central Dispatch was later informed that the two suspects were seen fleeing on two scooters in the direction of French side.

CARIBBEAN AIRLINES CARGO RESTORES ITS ROUTE NETWORK

SINT MAARTEN/TRINIDAD - The borders of Trinidad and Tobago, where Caribbean Airlines is headquartered, are set to re-open on July 17. Consequently, Caribbean Airlines Cargo will resume scheduled connectivity between several Caribbean destinations and New York and Toronto.

The leading Caribbean carrier will transport cargo in the belly hold of its Boeing 737 and ATR aircraft on select passenger routes. The passenger schedule will include flights between Trinidad and destinations such as New York, Toronto, Barbados, St. Vincent and Grenada. Flights to Jamaica and St. Lucia will operate from August 13 and 16 respectively, with other destinations added later on.  

“Caribbean Airlines Cargo is happy to restore connectivity to several of our pre-pandemic routes,” said Marklan Moseley, General Manager - Cargo and New Business. “We look forward to the resumption of a scheduled service out of our hub in Port of Spain as this is a major transit point to and from several countries. This creates an opportunity to further bolster the movement of goods and cargo connectivity which the region needs at this time.” 

The airline continues to operate its recently expanded all-cargo schedule of 14 weekly Boeing 767 flights. This service facilitates shipments between the carrier’s Miami hub and Trinidad, Kingston, Montego Bay, Guyana and Barbados. 

Caribbean Airlines Cargo is experienced in the swift and efficient movement of oilfield equipment, live animals, general cargo, fresh produce, seafood and other time sensitive commodities. In May, the carrier introduced an optional marine insurance coverage service to further safeguard customer shipments.

Changes to BES health insurance claims as of 1 July 2021

SABA/SINT EUSTATIUS - A number of elements of the BES Healthcare Insurance Claims Regulation [Regeling aanspraken zorgverzekering BES] (Raz BES) are going to change on 1 July 2021. The changes relate to the clarification of a number of claims, while additional text and requirements have been added to a number of stipulations.

Specifying a number of articles also makes the reimbursements less arbitrary and instead makes it completely clear what is reimbursed and what not.

Treatment that is eligible for reimbursement

Dental treatment

Insured parties are entitled to a mouth disinfection procedure if this is essential for medical treatment. You need to get permission for this in advance.

Addition

Contribution by pensioners to long-term care

The current amendment means that the entire pension amount is no longer paid to the care institution. Instead the insured party can retain part of the amount (to be used as pocket money and clothing money).

Contraception

The reimbursement of contraceptive devices has been broadened to include a reimbursement for vaginal hormonal rings.

Clarification and additional requirements

Second Opinion

If an insured party has any doubts about treatment provided by a care provider, a second opinion can be requested from another care provider in consultation with the care provider in question and the BES Healthcare Insurance Office. The second opinion must be provided in the Caribbean part of the Kingdom and is a one-off consultation exclusively on the basis of the details contained in the medical file provided by the insured party. A second opinion can be requested via the referrer.

Primary psychological care

In order to be eligible for a reimbursement of primary psychological care, a clear diagnosis (disorder) must have been made in accordance with the Diagnostic and Statistical Manual of Mental Disorders (DSM–5). Serious symptoms which are expected to require more than nine treatment sessions do not fall under primary psychological care, but under medical-specialist care instead.

IVF treatment

The definition of IVF treatment has been brought into line with the definition in the Dutch Health Insurance Decree [Besluit Zorgverzekering]. Consequently it is now clear that the reversal of sterilisation is not part of IVF treatment and therefore not eligible for reimbursement.

Eye laser treatment

Eye laser treatment to correct long-sightedness or short-sightedness, so that the insured party no longer needs glasses or lenses, is not reimbursed.

Medical pedicures

Applications for medical pedicures will have to be accompanied by a substantiated diabetic foot risk classification, as referred to in the Diabetic Foot Guidelines [Richtlijn Diabetische Voet] of the Federation of Medical Specialists [Federatie Medisch Specialisten].

Physiotherapy and remedial therapy

The reimbursements for physiotherapy and remedial therapy have been amended on the basis of reimbursements in the European Netherlands.

Speech therapy

Applications must fulfil certain requirements. This element of the Raz BES has been clarified. The Raz BES now also states that speech therapy care does not include care needs relating to language problems which can be resolved in regular education, such as bilingualism or language delays.

Wigs

Wigs will only be reimbursed if a medical disorder or medical treatment is the cause of permanent or long-term full or partial baldness.

GET READY TO FLY – TRINIDAD AND TOBAGO’S BORDERS SET TO RE-OPEN

SINT MAARTEN/TRINIDAD - With the opening of the borders of Trinidad and Tobago set for July 17, 2021, Caribbean Airlines reveals its commercial flight schedule.* 

The airline will introduce the schedule on a phased basis starting with operations between Trinidad and Tobago (POS) and the Eastern Caribbean on July 17, alongside the re-start of operations to New York, Miami and Toronto. The airline’s daily service to Cheddi Jagan International, Guyana continues. 

Two immediate additions to the network out of POS is twice weekly service to Eugene F. Correia, Ogle, International Airport, Guyana and weekly service to/from Dominica. 

Flights to Jamaica, Orlando and St. Lucia will operate from August 13 and 16 respectively, with other destinations added later on.

U.S. Consul General Greenberg Hosts U.S. Independence Day Reception at Roosevelt House

SINT MAARTEN/CURACAO - This evening (Ed Thursday), U.S. Consul General Allen Greenberg hosted a scaled-down reception to celebrate the United States’ 245th Independence Day for a limited number of guests from government, the private sector, non-governmental organizations, and the Consular Corps at Roosevelt House - the official residence of the U.S. Consul General - in Curacao.

“I’m very pleased we’re able to host our Independence Day celebration in person – unlike last year. But many U.S. Embassies and Consulates around the world are still are not able to have this sort of party safely, so we’re fortunate.

After more than 30 years in the Foreign Service, Haruko and I will be retiring in a few weeks and moving back to the States. Two years here in Curaçao and traveling to all the islands of the Dutch Caribbean, have taught us some important history lessons: How to face our nations’ past, and our present challenges, with honesty and humility and to embrace peaceful solutions as we move forward. These principles can apply anywhere in the world, including the United States. And we sincerely thank you for that.

As some of you know, in our spare time the two of us have been studying Papiamentu, a language we’ve come to love for its different shades and flavors, itself a kind of window into life on the islands. So, I want to end with a wise phrase in Papiamentu that all diplomats, or anyone who depends on cooperation for success, needs to know: Den dos man funchi no por sali papa”, Greenberg said during his speech.

Tropical Storm Elsa a Stark Reminder to Be Prepared for the Atlantic Hurricane Season

SINT MAARTEN (GREAT BAY, (DCOMM) – The Fire Department/Office of Disaster Management (ODM) Fire Chief Clive Richardson said on Thursday that the fifth named storm of the season Tropical Storm Elsa, is a stark reminder that you have to be prepared for the Atlantic hurricane season in the event that a storm system forms.

According to the Meteorological Department of Sint Maarten (MDS), Tropical Storm Elsa does not pose a direct threat to the country but will be monitored and the public will be updated accordingly.

Tropical Storm Elsa is a clear example of a fast-moving system heading that is for the Windward Islands (Barbados, St. Vincent and St. Lucia) and is forecast to pass near or over portions of the aforementioned islands late Friday and Friday night.

The remaining names for the 2021 Atlantic hurricane season are: Fred, Grace, Henri, Ida, Julian, Kate, Larry, Mindy, Nicholas, Odette, Peter, Rose, Sam, Teresa, Victor and Wanda.
