P3 outfits Emergency Dispatch Center with hurricane shutters

GREAT BAY - The newly launched organization; Public Private Partnership for a Safer St. Maarten (P3), yesterday made a donation to the Justice Department to cover the cost of completely outfitting the new Emergency Dispatch Center with hurricane shutters.

P3 which was launched just over a month ago said their aim is to establish a platform that advocates and provides financial assistance for the safety and security initiatives for the benefit of the residents, visitors and citizens of St. Maarten.

"We are here with the only intention of offering support in any way we can to improve our Police Force," President of the organization; Eric Ellis said. "We as private entities realize that by assisting the police in their initiatives to counter crime, it benefits us as private sector and citizens as it improves the level of safety and security throughout the island, allowing us to run our businesses more successfully and to live more comfortably as residents."

Board members of P3 who represent the American University; Michael Kanaby and Gerard Lake, made the presentation along with Ellis who represents Nagico Insurances. They presented a check made out to Rollfix, the company contracted to carry out the installation of shutters.

"We are already in hurricane season and we want to ensure that all this top notch equipment is protected in the event of a storm, so the shutters will be installed as soon as possible," Ellis said.

"In a small community like ours, where there are budget constraints and financial limitations, it is imperative that as good corporate citizens, we come together and create a platform to support our Police Force; hence the birth of the P3.

“Together a few private businesses, which currently form the membership of the P3; namely the American University of the Caribbean (AUC), NAGICO Insurances and the Maho Group of Companies, have come together to pool resources and pledge our support to assist in whatever way we can."

Council of Education and Labor of the Dutch Caribbean gives presentation to Government stakeholders

PHILIPSBURG – The Council of Education and Labor of the Dutch Caribbean (known as ROA CN) made a working visit to St. Maarten in June 2015 in which one of its activities was to conduct a presentation on its organization and render advice and tips to St. Maarten on setting up its own Council of Education and Labor.

St. Maarten is already in the process of establishing its own Council of Education and Labor therefore the presentation was very beneficial to government stakeholders who are busy with establishing the council.

Present at the information session were Honorable Minister Bourne-Gumbs, representatives of Minister Bourne-Gumbs’ cabinet, representatives of the Ministry of Education, Culture, Youth and Sports and representatives of the Ministry of Public Health, Social Development and Labor.

Director of the Council of Education and Labor Dutch Caribbean, Elyane Paul, conducted the information session. Attendees were fully engaged and very inquisitive.

Minister Bourne-Gumbs lauded the efforts to host such a session and thanked the Council of Education and Labor for preparing such an informative presentation.

The session was coordinated by the Division of Educational Innovation (DEI) and financed by OCW funds made available via Usona.

Fourteen Persons become Certified Job Trainers

PHILIPSBURG – Fourteen persons were successful in following and completing a Job Trainer training and are now certified job trainers. The Job Trainer Training was given by the Council of Education and Labor Dutch Caribbean (known as ROA CN) and focuses on equipping job trainers (personnel at the job training company tasked with supervising and guiding trainees) with the skills necessary to effectively guide students on traineeships.

The training was coordinated by the Division for Educational Innovation (DEI) and facilitated by Violet Duggins-Gumbs of the Council of Education and Labor Dutch Caribbean. The training was 3 full days and included lots of role play and interaction. In attendance were representatives from the business community, three NIPA teachers and two staff members of the Ministry of Education.

As this is the first training of this type on the island, the training catered to maximum 15 persons.  Recruitment for the training was done in collaboration with the NIPA and the invitations were extended to companies that offer traineeships to NIPA students. As St. Maarten is small, these companies also offer traineeships to students of other institutions therefore the benefits go beyond NIPA.

At the end of the training, the representatives of the business community were very elated that they were able to participate in such training and stressed the need for more of these trainings to take place in the future.

As a follow up, the two staff members of the Ministry of Education and the three teachers of NIPA that followed the Job Trainer training will also follow a Train the Trainer workshop in July. After completion of the Train the Trainer, these persons will be equipped to facilitate Job Trainer trainings.

The entire project is financed by OCW funds made available via Usona.

MP Leona Marlin-Romeo congratulates Organizers of Curacao Flag Day for job well done. Says lessons to be learned

PHILIPSBURG – Independent Member of Parliament (MP) Leona Marlin-Romeo and First Vice President Hon. Leona Marlin-Romeo was one of the country’s parliamentarians who attended Curacao Flag Day activities on behalf of the Parliament of Sint Maarten.

“It was an honour to have had the opportunity to witness the celebration of Curacao’s Flag Day, “Dia di Bandera”. The planning of the event was flawless. Let me take this opportunity to extend congratulations to the organizers and the people of Curacao on a job well done in organizing and promoting their flag.

“A true sense of patriotism, nationalism and traditional culture were all well displayed. The impressive love for one's country was shown and gave me “goose bumps” but with the same thought, I couldn’t help but compare and question key areas of promoting patriotism, nationalism and traditional culture on Sint Maarten. 

“From what I witnessed there are key areas that we should learn from our sister island, as we continue to build our ‘Country within the Kingdom’.  I am told that the love for Curacao did not begin yesterday; they started over 20 years ago teaching and guiding their people to being a “Yu Korsou”.  I am reminded of a statement made in Jamaica by an official “to be Jamaican is an experience”. Can we truly say this in Sint Maarten?

“This Member of Parliament will be asking Parliament to simply play the Sint Maarten song before broadcasting, and reintroduce the debate on selecting an Anthem. The reality of the situation is, we have none.

“The promotion of patriotism, nationalism and culture should be introduced in our school curriculum, and I will present to Parliament the work of Priscilla Bell and Daryl Chandler entitled: “I Am St. Maarten: Roots and Wings”. This project encompasses exactly what is needed in our primary schools and will be key in promoting patriotism, national pride and our culture. 

“The two most valuable things we can give our children are roots and wings (author unknown). This program takes its time in immersing its youngest citizens in what it means to belong to St. Maarten and ultimately the pride of knowing that they are each a significant component of this country. 

“Whether born here or born to be here, every child learns the basics of being an Ambassador of St. Maarten.  It is impossible to love your country if you are mentally estranged from it.  If it is “only where you live”, you can never truly call it home.  Home is after all, where the heart lives and thrives. 

“The program is designed to be interactive allowing students to walk, feel, taste the “heart” St. Maarten.  Being St. Maarten is more than just an experience; it is who we are, it is what we do, it is the ‘why’.  The “why” is the secret ingredient.  Christmas is a one-day event that brings family and friends together, with euphoria that lingers for 12 days. 

“Carnival is a cultural event that brings people together for a few weeks.  I am St. Maarten: Roots & Wings is a first step in bringing our Country together in 6-8 week increments. The rest is up to the Minister, the Department of Culture and the community at large. 

“The lessons learned in Curacao merely showed that we have to start somewhere, and each year expand on what we have. Everyone should have love for this great place called Sint Maarten.

“In conclusion it must be made known that this member of Parliament is not implying that we have nothing, and that our Cultural Manifestation events and activities are without merit, what I am stating is that there are still some essential areas that need developing.

“Perhaps the I Am St. Maarten: Roots and Wings project is the answer to one area, and in years to come it will bear the fruit of a nation filled with national pride. I am grateful for the “Dia di Bandera” experience and look forward in speaking to both Parliament and the responsible Minister about this project. Not excluding the status of the National Development Plan which is a key component to our nation building,” MP Leona Marlin-Romeo said on Sunday.

St. Maarten’s Prime Minister Marcel Gumbs: “Reparatory justice is gaining momentum”

GREAT BAY—St. Maarten Prime Minister, Hon. Marcel Gumbs, has made what might be the first direct statement here on Reparations by a leader of government on either part of the island, at the recent Emancipation Day Lecture.

The movement for reparatory justice is gaining momentum and greater focus than ever before in the Caribbean region,” said Prime Minister Gumbs at the University of St. Martin on June 27, 2015. The statement was part of his “Word of Welcome” to an audience of over 200 people, said lecture coordinator Dr. Rhoda Arrindell.

“The Government and People of St. Maarten would be out of step with the history and progress of this dynamic region, if we do not pay close attention to the historical, socio-economic, political, and legal discussions and proposals about Reparations – as it relates to the sovereign countries and the territories in the Caribbean, and the European countries concerned, including the Netherlands,” said Prime Minister Gumbs.

The Prime Minister of St. Vincent and the Grenadines, Dr. Ralph Gonsalves, delivered the Emancipation Day Lecture, organized by the Independence for St. Martin Foundation.

Prime Minister Gumbs said that the Emancipation Day Lecture bridged “the yearning for freedom, justice, human dignity, and democratic development – from the first runaway from Slavery in the Caribbean, to the Diamond Estate 26 in Cole Bay, and the demonstrations by the enslaved people that forced the ‘process verbal’ Emancipation on ‘the Netherlands Part’ of St. Martin, which then placed it in step with Emancipation in the North or the Frenchside of our island – all in 1848.”

Prime Minister Gumbs said the lecture was also about “enhancing the awareness in St. Maarten about the various positions on Reparations.” He called Prime Minister Gonsalves “a learned, courageous, and steadfast frontline advocate of Reparations in the Caribbean region.”

The Emancipation Day Lecture became part of the island’s “Emancipation season,” as author Lasana M. Sekou and cultural activist Shujah Reiph call the period from May 27 to July 1, said Arrindell. The official Emancipation observation in Marigot and Philipsburg is linked respectively to the French and Dutch proclamations of May 1848 and July 1863, though the enslaved people on both parts of the island realized their Freedom from Slavery in 1848, said Arrindell.

The “Emancipation season” 2015 was marked by an unprecedented string of some 10 official and unofficial activities stretching from the Agrement Lady Liberty roundabout to the Emancipation roundabout at the entrance to Sucker Garden, said Arrindell.

Prime Minister Gumbs supports Aruba in Call for an Independent Investigation into the Death of Henriquez

PHILIPSBURG – Prime Minister Hon. Marcel Gumbs on Thursday forwarded a letter of support to the Prime Minister of Aruba Hon. Mike Eman in connection with the untimely death of Aruban citizen Mitch Henriquez (42).

Gumbs in his letter to the Aruban Prime Minister expressed his condolences on behalf of the Government and people of Sint Maarten to the family, friends, the Government and people of Aruba.

Prime Minister Gumbs also stated in his letter to Eman that the Government of Sint Maarten is prepared to support Aruba’s call for an independent investigation by a commission into the death of Mitch Henriquez.

Such a commission would investigate what transpired and hold those responsible by seeking justice.

Sint Maarten is also prepared to support the candidacy of an Aruban to be a part of the independent commission.  

The letter was also copied to Aruba’s Minister Plenipotentiary in The Hague, the Netherlands Hon. Alfonso Boekhoudt.

Blogger J.R. remains in pre-trial detention for several more days. No abuse of suspect has taken place during incarceration

PHILIPSBURG - The 40 year old suspect J.R., who was arrested at her home in Sint Peters, last Tuesday, June 30, 2015, appeared before the judge of instruction on Friday morning July 3rd. The judge of instruction judged the arrest and pre-trial detention as lawful insofar as it relates to stalking, according to the Public Prosecution Service press release issued on Friday afternoon. According to the judge of instruction there is no reason to release the suspect immediately.

“The blogger was arrested after several persons pressed charges against her for various offenses in the period from January 2014 until now. The reports cover not only slander, defamation and insult, but also threat, harassment (stalking) and extortion. These offenses were committed both through social media and in person (“face to face”).  

“Given the particular circumstances in this investigation, namely the activities of the suspects and the limited resources and manpower of (Ed. Police Force Sint Maarten) KPSM to conduct an investigation into “cybercrime”, a mediation process, rather than a criminal investigation, was initiated. During this mediation officials from as well KPSM as the Public Prosecutors Service spoke to the suspect, amongst to others,” according to the press release of the Public Prosecution Service.  

The press statement further adds that after several months, it has shown that the agreements made during the mediation were not respected by the suspect. “Above that, new statements against the suspect were made. Eventually, the Public Prosecutor was forced to proceed to arrest J.R. After her arrest, on June 30, a house search took place in her home in Sint Peters. Various data carriers (such as phones, laptops and computers) were confiscated for further investigation. Animal Welfare was called in to provide care for the dog and cats of the suspect.  

“During the pre-trial detention of J.R. it turned out to be very difficult to find a lawyer, who was available to assist the suspect. Ultimately, the judge of instruction had to appoint a lawyer. This measure was necessary since J.R., just as any other suspect in pre-trial detention, is entitled to legal assistance.  

“The Public Prosecutors Service expects that the investigation of KPSM needs a couple of additional days to interrogate the suspect on all charges against her. During this investigation J.R. remains in pre-trial detention. Finally, no abuse of J.R. took place during her detention,” the Public Prosecution Service press statement concluded.

BREAKING NEWS - All Clear. Roads Re-opened. Airport Operations Resume as Normal after Bomb Threat at Princess Juliana International Airport

UPDATE (SIMPSON BAY) - Police have given the all-clear sign and the bomb threat at SXM Airport is over.  Airport operations are back to normal as of 2.15PM.

The access roads leading to the SXM Airport, from the Simpson Bay Causeway round a bout and from the Maho round a bout have been re-opened.

Persons traveling today will have to check with their airline in connection with their flight schedule.

Minister of Transportation Hon. Claret Connor, Police Spokesman Inspector Henson and SXM Airport representative C. Brown gave an impromptu press conference to give an update.

The terminal building as well as the KLM aircraft was searched by various government agencies.  Travelers and personnel had to evacuate the terminal building to the parking area in order for the search to take place.

During the press conference Minister Connor pointed out that various protocols had to be followed according to international civil aviation regulations when a bomb threat is made.

The Minister added that he was very pleased with the professionalism carried out by all authorities, and every effort was made to limit the inconvenience to travellers, adding that number one was caution and prevention as well as safety of all concerned.

Brown stated that things went smoothly as protocols were followed, adding that SXM Airport were well trained and prepared for these types of situations.

GREAT BAY (DCOMM) – The Police Department has closed roads leading to the Princess Juliana International Airport (SXM Airport), from the Simpson Bay Causeway round-a-bout and from the Maho round-a-bout in connection with a bomb threat at SXM Airport related to KLM 785.  The bomb threat was received at 11.45AM.

Motorists are requested to avoid traveling to SXM Airport at this point in time.  Police check-points have been established at both round-a-bouts.

Current air traffic movements or scheduled flights have been re-routed to other destinations until further notice.  Persons traveling today will have to check with their airline with respect to when they should travel to the airport in connection with their flight.

NV GEBE Supervisory Board Chairman Richardson Addresses Several Issues

PHILIPSBURG – NV GEBE Supervisory Board of Directors Chairman Rene Richardson on Thursday afternoon sent out a press statement addressing a number of issues at NV GEBE.  The statement is as follows:

“On June 29, 2015 an article was published in the Daily Herald wherein Mr. Alfred Harley is quoted saying:

‘… the MPs should question how ‘one member of the Supervisory Board could receive $10,000 plus a stipend of $3,500 per month, while the whole board and the opposition bench in Parliament is ready to cripple a small local company providing work for local people.’

“The Supervisory Board of Directors of N.V. GEBE wants to publicly state that this (political) statement by Mr. A. Harley is incorrect and a –deliberate- misrepresentation of the facts.

“The simple fact of the matter is that the monthly allowance for all Supervisory Board Directors is gross Naf 2750. - and the monthly allowance for the Chairman of the Supervisory Board of Directors is gross Naf 3750.-. These are, since N.V. GEBE is a 100% government owned company, matters of national/public record.

“By law and as per the articles of incorporation of N.V. GEBE, the Supervisory Board of Directors of N.V. GEBE is obliged to supervise and advise N.V. GEBE in a complete independent manner. Part of its tasks is ensure that Management abides to the statutory limit of Naf 50,000.- for entering into service level and other contracts on behalf of N.V. GEBE, with third parties.

“Fact of the matter is that this statutory condition was violated by Mr. R.A. Maduro, the previous Chief Operating Officer of N.V. GEBE, when entering into a service level agreement on behalf of N.V. GEBE with Sint Maarten Service Provider, the company represented by Mr. Alfred Harley.

“Fact of the matter is that the contractual limitation for the maximum monthly billable hours in the illegally contracted service level agreement with Sint Maarten Service Provider, represented by Mr. Alfred Harley, was also severely violated; instead of billing the contractual limit of 140 hours at $ 75.- per hour and thus a maximum amount of $ 10.500. – per month, for “services” rendered, Sint Maarten Service Provider invoiced N.V. GEBE in 4 months on average $ 42.000. -  per month, thus in total $ 168.000. -. This is 1680 billable hours more in 4 months, than allowed as per the nota bene illegally contracted service level agreement.

“Under the directorship of Mr. R.A. Maduro, N.V. GEBE made payments in excess of $ 168.000. - to Sint Maarten Service Provider in 4 months, every time –almost- immediately when an invoice was received of Sint Maarten Service Provider. The prevailing policies within N.V. GEBE stipulate that incoming invoices are all paid monthly, at the end of each month, thereby also allowing proper processing, scrutiny and control.

“Fact of the matter is that the Supervisory Board of Directors of N.V. GEBE was never asked and – also as such - never agreed to any service level agreement between N.V. GEBE and Sint Maarten Service Provider, represented by Mr. Alfred Harley, or otherwise. Certainly not a service level agreement for a total monetary value of approximately $126.000.-, considering the maximum amount of US$ 10.500.- that could be billed every month by Sint Maarten Service Provider to N.V. GEBE for the total 12 month duration of this service level agreement. If the Supervisory Board of Directors of N.V. GEBE had not stepped in, the total damages for N.V. GEBE, at the rate that things were going, could have easily have amounted to approximately $ 500.000.- in the 12 months for which the service level agreement with Sint Maarten Service Provider was illegally contracted.

“Fact of the matter is that Sint Maarten Service Provider and Mr. Alfred Harley never gave any reason and account to the Supervisory Board of Directors of N.V. GEBE, pertaining to alleged services rendered to N.V. GEBE, or otherwise.

“Fact of the matter is that the Supervisory Board of Directors of N.V. GEBE finds that there is a significant discrepancy between the paid invoices and magnitude of services that Mr. Alfred Harley and Mr. R.A. Maduro maintain that were rendered by Sint Maarten Service Provider to N.V. GEBE. Simply put: N.V. GEBE was severely overbilled by Sint Maarten Service Provider, to say this softly.

“The aforementioned discoveries constitute irregularities. The Supervisory Board of Directors of N.V. GEBE is both legally and morally obliged to act decisively to stop and prevent possible reoccurrence thereof.

“The argument made by Mr. Alfred Harley that the Supervisory Board of Directors of N.V. GEBE would be trying to “cripple a small local company providing work for local people” is a fallacy and intended to divert the attention from the real issues at hand, which are that:

1.       internal control (check and balances) procedures within N.V. GEBE to protect against misuse of company funds have been violated;

2.       exorbitant claims for payment of amounts that exceed even the limit mentioned in an illegally contracted service level agreement, were made by Sint Maarten Service Provider to N.V. GEBE, and directly paid by N.V. GEBE, as per mandates of Mr. R.A. Maduro;

3.       the amounts invoiced by Sint Maarten Service Provider are severely disproportionate to the services rendered.

“The Supervisory Board of Directors of N.V. GEBE will continue to safeguard the best interest of N.V. GEBE and as such also it’s plus 250 local employees,” Rene Richardson, Chairman on behalf of the Supervisory Board of Directors of N.V. GEBE said in an extensive statement released to the media on Thursday.

ARKE’S SINT MAARTEN - AMSTERDAM FLIGHTS CAN NOW BE BOOKED AT TRAVEL AGENTS

PHILIPSBURG -From November 2015, Arke will operate two flights a week between Amsterdam and Sint Maarten using a Boeing 787 Dreamliner. From today July 2, tickets for these flights can be booked not only via the Dutch-language arke.nl website, but also via travel agents on Sint Maarten and the Arke office on Curaçao. 

Arke Services

Arke offers an extensive service concept which allows passengers to book various extra services from three weeks up to 48 hours before departure. For instance, a seat, entertainment system or luggage allowance can be reserved in advance.

A single item of cabin luggage measuring 50x40x20 may be taken on board the flight free of charge. An additional luggage allowance can be booked for a small fee.

This has the advantage of passengers being able to determine themselves how much luggage they take on the outward and return journeys, e.g. 20kg to Amsterdam and 40kg on their return to Sint Maarten. An in-flight meal is included. Any extras, such as drinks and sandwiches, can be ordered and paid on board.

The flights between Amsterdam and Sint Maarten will be operated using the comfortable and innovative Dreamliner. The Boeing 787 Dreamliner is lighter, quieter, more fuel-efficient, and above all, more comfortable than the current generation of passenger aircraft.
